Charting
Stock Charts - Provides static charts and price history. Very good explanations of technical indicators and other technical analysis materials. Would recommend to know of its existence, but not necessarily use it.
TC2000 - Good charting software with partial live data and realtime charting. While good on its own merit, I'd still rather use Think or Swim since it has more features.
Trading View - Online based real time charting with good community integration. Think of it like Facebook for charts. Very aesthetic looking charts with partial real time data.
Paper Trading Software
Below is a list of brokers that let you trade virtual money or paper money using live market data. You can practice strategies and simulate your performance as if it were the real thing.
Think Or Swim - This is really one of the best charting programs out there, especially considering it is free to use. Price data is slow by any standards but not delayed. This is the one I use.
SureTrader - Good platform, fastest data of the three.
Sterling Trader - This is more popular with day traders and prop shops. Charts are very rudimentary.

Sites to Avoid
StockTwits - If you have money to burn, follow the advice of people on this site. This place is what happens if the ego of a twitter user combined with someone who thinks they know stocks because they watch CNBC. There's a few people who know what they're doing, the rest are just advertising their sites, or lemmings who post things like this: "Here's a chart. Price goes up or down tomorrow?"
